PHILADELPHIA--(BUSINESS WIRE)--Nov 5, 2025--

Just in time for National Scholarship Awareness Month, BLOCS, an administrator of the PA Educational Improvement Tax Credit (EITC), and Opportunity Scholarship Tax Credit (OSTC), and the Economic Disadvantaged Schools (EDS) programs, reports it has doubled its scholarship reach to 33,000 for PreK-12th grade students with $206 million in donor commitments up from $100 million the year prior.

BLOCS will expand access to educational opportunities for more families across the Commonwealth of Pennsylvania through increased participation in the tax credit program. Businesses or individuals who participate can redirect their PA state tax liability for up to a 99% state tax credit.

“I’m inspired by our donors and school partners,” said BLOCS CEO Rob Delany. “At BLOCS, we are committed to providing a clear path for our donors to directly support the schools they love. From the first conversation, to tax filing support, our team is dedicated to making our partner experience simple and rewarding. It’s our goal to bring donors and schools together to maximize the impact for students and families.”

Key facts:

  • Total donor commitments for 2025–2026 school year: $206 million, more than double the prior year, while delivering a streamlined, transparent experience that links donors with positive student outcomes through ongoing updates, impact reporting and stewardship.
  • Scholarship reach: BLOCS has expanded from 17,000 to 33,000 scholarships in the span of one year, strengthening pathways to higher education and in-demand trades – partnering with over 500 schools to align funding with local needs.
  • Statewide impact: New and expanded collaborations across the state. BLOCS has a presence in 65 of the 67 counties in Pennsylvania.
