Base Power Builds out Senior Legal and Policy Leadership, Naming Zina Bash as Chief Legal Officer and Travis Kavulla as Head of Policy

AUSTIN, Texas--(BUSINESS WIRE)--Jan 14, 2026--

Base Power is building a new model for the grid, using distributed energy storage to deliver reliable, affordable power. As the company scales nationally, Base is investing early in the legal and policy leadership required to engage deeply with regulation, market design, and grid reliability. Following its $1 billion Series C financing in October, Base is formalizing a world-class legal and policy function to match the scale of its ambition.

To lead this effort, Base has appointed Zina Bash as Chief Legal Officer and Travis Kavulla as Head of Policy.

  • Zina Bash brings extensive experience at the intersection of law, public policy, and government. She previously served as Senior Partner at a national law firm, Special Assistant to the President for regulatory reform, Senior Counsel to the Texas Attorney General, and policy advisor to both Texas Senators. She was also recently appointed by Texas Governor Abbott to the Texas Regulatory Efficiency Office (TREO) Advisory Panel.
  • Travis Kavulla brings more than 15 years of experience shaping energy policy and regulation. He previously served as Vice President of Regulatory Affairs at NRG, Chairman of the Montana Public Service Commission, and is the past president of the National Association of Regulatory Utility Commissioners. He is widely respected across the energy policy community for his work on both wholesale market design and retail pricing. He is currently a lecturer at the University of Chicago.
