WASHINGTON--(BUSINESS WIRE)--Oct 1, 2025--

The National Spectrum Consortium, in partnership with the Department of War (DoW), today announces the selection of five project proposals submitted in response to the Advanced Dynamic Spectrum Sharing Demonstration (ADSSD) solicitation. Project funds to implement these proposals will be awarded through NSC’s prototype Other Transaction Agreement (OTA). The proposers selected for awards are:

  • InterDigital Communications Inc.
  • Kostas Research Institution at Northeastern University, LLC
  • Nokia Federal Solutions
  • Peraton Labs
  • RTX BBN Technologies

The ADSSD effort, which will henceforth be known as the Advanced Spectrum Coexistence (ASC) Demonstration, was created by the DoW to demonstrate spectrum sharing solutions with the intent to strengthen both national security and economic competitiveness. With spectrum demand continuing to rise, technology innovation is critical for enabling more efficient spectrum use and the ability for spectrum coexistence among multiple user types.

Stakeholders across government, industry, and academia agree on the promise of future spectrum sharing. This premise was established in a multi-year working group known as Partnering to Advance Trusted and Holistic Spectrum Solutions (PATHSS) – launched by DoW and hosted by NSC – which enabled frank technical discussion on the potential for spectrum coexistence. The projects announced today represent the next step in the development of coexistence techniques. They are designed to build trust in spectrum sharing and advance the state of the art in spectrum-based technologies.

“Implemented effectively, spectrum sharing technologies have the potential to achieve multiple objectives,” said Joe Kochan, CEO of NSC. “They can support the coexistence of federal and commercial wireless users in the same bands and make defense systems more resilient in contested environments. The dynamic spectrum sharing demonstration projects enabled through ASC represent a collaborative effort between government and industry that will advance research, create investment incentives, and build trust among stakeholders who rely on wireless connectivity.”

About the National Spectrum Consortium

The NSC's mission is to build bridges between key stakeholder groups – government and industry; industry stalwarts and startups; and civilian and military suppliers and users – to deliver two essential outcomes: breakthroughs in spectrum- and spectrum-using capabilities; and policy and regulatory insights to enhance, inform and sustain U.S. technical leadership.
